Morality: from belief or from disbelief?

Andrew, calling in to an atheist talk show, opens by referring to Matthew 5:27-28 where Jesus says:

You have heard that it was said 'You shall not commit adultery. But I say to you that every one who looks at a woman lustfully has already committed adultery with her in his heart.'

Andrew goes on to explain that this type of rule is necessary to impose limits so as to stop people from going out to commit mass rape and murder.
