Pressing the hot buttons again

Slovakia is holding a referendum on laws to ban same-sex marriage, ban adoption by same-sex parents, and to permit parents to remove their children from sex education classes in school.
In his general audience on Wednesday this week, addressing a group of Slovak pilgrims, the Pope expressed his support for the package of laws.
Slovakia is a little over 60% Catholic. Why is the Pope insisting that Catholic doctrine be enforced by law on the other 38%?
In the same audience, the Pope stated "Every family needs a father." Strangely, he did not follow up on this assertion with a papal authorization for single women to use birth control or to get abortions.
